A friend of a friend is apparently being subjected to attacks from a distance causing his lights to flicker and to hear an electrical sound, all coming from an electrical engineer who appears to have the ability to project troubling energies, or is that a dark spirit piggybacking onto psychic attack energy and ramping up the intensity? What is Creator’s perspective?

You have figured this out with your intuitive skills quite nicely, that this is not simply the mind power of that engineer carrying a karmic grudge against his friend, but unleashing something he himself does not realize is taking place, projecting a vector energy that acts as a carrier wave for agents of the darkness to penetrate any weakness in defense and resultant spirit meddler attachment within the target. In the same way the dark intentions of the human originator are the vehicle for breaching the personal defense and allowing dark spirits to take up residence, the energy being projected as a psychic attack holds within it an intention. And being of a dark nature, the spirit meddlers can harmonize with it and repurpose it to carry out actions within the body of their host to cause symptoms, as well as collaborating with other free-roaming dark spirits to manipulate objects in the home, as in making the lights flicker. So this is, in effect, a two-pronged attack originating from a karmic discord and history of conflict still unhealed. So the key here is healing that karmic interplay that is, in effect, harming both parties, not to mention serving energy up to the dark spirits to have a field day.
