This was an accurate assessment. It is a technological device that was being employed to do surveillance and also for her to notice in order to reinforce her deep subconscious awareness that she is being monitored and needs to behave. This is often the reason that such obvious presence as flying a helicopter low overhead that has no markings, again and again, is employed. It is not clandestine surveillance. It is overt, flagrant, flaunting of the fact that they can do what they wish with impunity, and the human is powerless to stop them. It serves as an important reminder, and raises fear within the deep subconscious, and triggers inner programming to stay in line and avoid interacting with outsiders to convey any secret information.
