We see this demonstrated in everything from a cop dedicating an entire career to solving just one murder, to victims becoming instant millionaires via online fundraising sites. “Innocent victims are owed JUSTICE!” is always the rallying cry that goes forth. Finding and punishing the perpetrator seems the most obvious duty owed to victims.
