Was the chemical weapon attack in Syria soon after President Trump’s election done by Syrian Pres. Assad, or was this a false flag operation to justify US military intervention?

Shortly after President Trump announced he planned to bring American troops home from Syria there was suddenly another chemical weapon attack. There is no logical reason for President Assad to stir up things in this way because he can only gain with US withdrawal. Was this another false flag operation by US intelligence or other dark forces to prevent peaceful withdrawal of US military?
