To have free will appears to mean that there is no traffic cop acting as a brake on behavior chosen by will. Yet, we inevitably compete with and are restrained by one another, and ultimately, by laws that limit choices. In the military, the practice of punishing an entire platoon for the aberrant behavior of a single recruit or draftee has been discovered to work well in reducing such behavior across the entire group.
