Is there another sinister use of locater chips, to identify human whereabouts and interactions with one another as a means of enforcing tighter control and possible punishments for doing something unacceptable to the state? This would be akin to the Chinese social credit system of monitoring and restrictions imposed for bad behavior, as through forbidding travel, less access to desirable goods, etc.

Many migratory species are affected, including warblers, bluebirds, sparrows, blackbirds, the western wood peewee, and flycatchers.
