A worker in a large city can run an obstacle course of multiple panhandlers twice a day going to and from the office. Many times both people will pretend not to recognize the other, which can reach heights of absurdity as this can go on for years. The career panhandlers are daily intruding on the privacy of the commuters who simply want to be left alone in peace and quiet but are constantly exposed to this twice a day for years. As no one with an average salary can possibly give to everyone asking them daily for handouts, what are the karmic implications of ignoring such recurring pleas? How can Creator help the simple commuter make a moral choice?

A century ago, it was mostly charities and churches that were looked to to provide help for those in need. Today many look to governments to provide help for the needy and many are failing to do an adequate job. Was having the governments step in to help a mixed motive undertaking? Was the goal to create further distance between the donors and the recipients?
