Creator has said that even Creator is subject to the Law of Karma.

You are in competition with one another and many times what helps one means others will get less of something. This is not always obvious to the one who excels and enjoys a special status or privilege. But your premise is flawed in thinking that the creation of mosquitoes was a karmic error by the light. In actuality, the creation of adverse influences, such as predator species and the various vectors of pestilence like mosquitoes, ticks, and other unpleasant species that can cause suffering and great harm, was in response to the Law of Karma calling for a comeuppance for the predatory evildoers within your galaxy, in particular, the extraterrestrials now members of the Dark Extraterrestrial Alliance manipulating the Earth and humanity as a whole. The Law of Karma is the great leveler, so any harm or misfortune caused to someone will be rebalanced by the Law of Karma in seeing a similar consequence will find its way to a perpetrator, to give them a taste of their own medicine, and serve as an object lesson and a teachable moment for them to live, through life experience, the consequences of their poor judgment. This was never intended to be in innocent worlds like the Earth but was brought to the Earth by the Extraterrestrial Alliance precisely because it is a scourge. Here again, this is an error in free will choice by the extraterrestrials, so the onus is on them and the negative karma, as a consequence, will follow them like a dark shadow into the future as long as it takes to rebalance all of the suffering and harm caused through the ages by similar acts of evil from all the things they have done to inflict harm on humanity and countless other worlds. They are the apex predators in your galaxy and have acted quite savagely and with ruthlessness and heartless disregard for sovereignty. As functional psychopaths lacking compassion, the ability to love, and any sense of morality, they actually enjoy suffering and relish an opportunity to inflict it on underlings. As supreme racists, they look down on all other races of beings, believing themselves to be exalted simply because they have the greatest power at the moment. So this scourge of mosquitoes is owing to the depraved extraterrestrials in spreading what was a karmic consequence intended for them, to many other worlds just to be mean.
