There is strict adherence if that is a pact generated prior to the incarnation, so a pregnancy can be prevented from occurring inadvertently if there is a strict limit planned in advance. That is not the same, though, as someone deciding, once in the physical, to have more offspring. This will still require permission of all involved on a soul level, the future father and the family members, who will be interacting with that new soul during their incarnations, as happens with each and every new life born, even those seemingly coming along by accident, as through rape or incest, that never were seemingly intended but nonetheless happened. There is always a preagreement but that need not always be done in the light. This is because human free will is not constrained, other than physical limits and the workings of karma. So if this is a true desire and intention, it can indeed be done with group agreement and even coming at a late date.
