There are certain minimal expectations for parental duty, but given the precociousness of the young and the pressures and imperatives to become self-sufficient and self-sustaining, parental oversight is not viewed in the same way in the alien worlds because love is not a factor ever in the thinking. So parents are essentially breeding agents and vessels facilitating an act of procreation in the creation of the young, but not necessarily looked to as an ultimate caregiver that is even indispensable, in being the only ones able to provide a true full measure of loving devotion as seen routinely among human biological parents and children they raise. So depending on the organization of the particular societies, there will be a state-organized daycare system to house the young and work with them for learning and growth, to acclimate them to the world they are now a part of and prepare them to have a role in society. They become state property and not the property of the parents, and that also changes things in further weakening the idea of personhood. After all, it is being a part of a human family, where one is treated with extra love and appreciation because of a biological tie between parents and their offspring, which contributes to emotional health of the young so they can feel wanted and loved, and develop self-confidence accordingly. In the alien worlds, none of those impulses and yearnings can happen, and so are not a consideration whatsoever.
The key to success for all societies that are a part of the Extraterrestrial Alliance is cunning and ruthlessness, inner strength, and a willingness to do anything required to prevail by besting competitors, even if that means tripping them up or taking them out by killing them. In a world with such expectations for young citizens, this has the desired effect, to keep them in line and cultivate the strength needed and expected to be a contributor to society, who will hold up and function according to the needs of the state, in carrying out their duties. The emphasis is on making the young powerful and accomplished, so learning is optimized through active participation in the society from a quite young age; in a sense, starting at the bottom but doing something meaningful, in the form of useful work, that also involves learning. There are educational modules that are provided for the basics, as in learning language, and so on, but this is much more readily done given the ability to interact with the deep subconscious more readily, and the more profound intellectual capacity that provides, so children become competent in carrying out many functions much younger than would be true for human children. Human schools are based on corrupt principles to stifle creativity and initiative and keep children separate from society, much as prisoners become isolated and can only mimic the real world through a series of make-work exercises that may have only a superficial relevance without great meaning or value.
