This characterization and role-playing, on the part of the referee, is not only necessary to maintain the farce and allow outrageous conduct by the wrestlers themselves that clearly breaks the rules, it, at the same time, mocks the idea of law and order in the form of the referee as an official arbiter of what is professional conduct and what might be unacceptable and incur a penalty in order to maintain a so-called "fair fight." The interlopers do not prize normal behavior in following rules, being respectful, kind, and cordial to one another when people go out of their way to be nice and not show any disrespect or hostility—the hallmarks of a gentle society.
In contrast, the interlopers are all about power and do not hesitate to menace one another and make harsh pronouncements, even killing underlings on a whim who are slow to comply with an order, let alone break a rule. So to them, the idea of a powerless authority figure is an ideal way to mock the helplessness of the lowly human beings who, as fighters, are stripped of real power, carrying out a stage play that is only a simulation of real courage and physical prowess because it is agreed to in advance. So even the person in authority, who can even take away their victory as the referee, is depicted as being hapless and ineffectual. This is how they see all of humanity because they have largely stripped you of power in altering your minds, altering your culture, and corrupting all of your institutions you rely on for human progress and advancement. They have life and death authority and ability to control you, and the many ways they cause disarray and unhappiness are a form of entertainment for them because they enjoy watching you squirm. Your suffering is a treat for them because they are psychopaths and can only find pleasure in depravity.
