So, they can be held back significantly, and this will be overlooked because it is assumed to just be "developmental variation," and "the student will eventually catch up over time" is the assumption rather than this raising an alarm. Keep in mind that the whole of the population is being manipulated to render them complacent, so it is easier than ever before for the Extraterrestrial Alliance to manipulate things and get away with it. The intention is to make humans dullards. This makes them easier to manipulate in all respects so they can be herded into holding areas like sheep and made to be compliant by not becoming alarmed or aroused. The reduction in ability to think independently and ask penetrating questions go hand in hand, and this is a prescription for mediocrity, lack of progress, and inability to see the world is in decline even as things are slipping away and old standards and benchmarks fall by the wayside.
