This is very much the case. They remain an asset and have potential value by virtue of the investment made in them to commandeer and subjugate and control them for their own purposes as an extension of their will. So all such workers in the dark programs can be repurposed in the future and recalled at their whim and re-activated. The means to do this are already in place and this is no problem for them should they be needed or of value by virtue of their location geographically or their particular background and training, for example, in operating weapons or explosive devices. They can be used as assassins, as covert terrorists, to carry out false flag operations, so to speak, that would be blamed on religious fanatics or some other rebel group, and carry out a political purpose as a subterfuge to create chaos, as so often is done all around the globe on a regular basis to foment as much human hatred and misery as possible. So these individuals become quite valuable in that regard because they can be used as human weapons, so to speak.
