Why was Pedro Lopez able to return to the light from his previous lifetime as a child molester without a Spirit Rescue but got stuck earthbound after his recent incarnation when he preyed on children?

As you saw correctly with your intuitive sensing, his previous life when he was also preying on children was one in which he personally was untroubled for the most part. His depravity was inspired from within by his onboard spirit meddler attachments. There was also prior karma, as you saw during his session, to predispose him to those inclinations. So this was, for him, business as usual and not a source of personal distress but rather one of enjoyment because he felt he was getting all he wanted and was getting away with it, and this was, in fact, correct on both counts. He derived personal satisfaction from his sexual exploits and was personally untroubled because his conscience was so very limited. So your sense of things was accurate that he was not in a low vibrational state. He was in a state of personal disconnection but not lowered in the sense of being in personal distress or disarray, and so was able to see and cooperate with the light callers that began to reawaken him spiritually. The most recent incarnation was a karmic continuation of those proclivities, and he increased the carnage to include murder of his victims. The difference in the two lifetimes that matters with respect to his fate was that he was suicidal in the recent life and left the physical body under extremely unpleasant circumstances emotionally, and this caused him to become earthbound because his vibration was so very low. In addition, he was set upon by additional spirit meddlers vying for his energy. That internal discord made him very, very, attractive and was a major risk as well. So the behavior of a person during their life is not a factor in affecting how the light will see them or the outreach done on their behalf to help them find their way back to the light. All are greeted, all are sought and supported with the return to the light unless they themselves pose a problem. And that is a function of their own personal experience, as emotional states of disbelief and disconnection do have an influence and can cause confusion and lack of planning and hold a person back by default because the idea of an afterlife cannot be even summoned in the thoughts, particularly when people are not aware they are actually dead. So along with all the other distortions, this becomes more of a minor issue in many cases. So the emotional state of mind is all-important in determining readiness to see and interact with the light callers and gain from their outreach and assistance.
