The original creation of the races you see today happened inadvertently as a consequence of the extensive modification of human genome carried out consistently on a regular basis by the Extraterrestrial Alliance, primarily because of the interest of alien Greys to understand the human workings. This inadvertently created the Caucasian race and thereafter was used as a deliberate initiative to capitalize on racial distinctions that emerged from random mutations of the human genome, and then to foster the creation of lineages based on those racial makeups as a way to create a cohort of individuals that could be identified visually as a certain lineage. This was for housekeeping purposes, to have differing groups of humans easily recognized as belonging to a particular Anunnaki ruler. This helped to keep things orderly and keep the peace among different Anunnaki regimes. It was later seen that physical differences could be used as an area of corruption to create animosity or fear about people of another racial type, and it was at that point it became a useful strategy to corrupt people and manipulate them to have racial prejudice.
This is not widely done elsewhere in the galaxy because there is no great interest, as there is in human beings, in capitalizing on the existing genetic complement. It is the fact humans are special and have special characteristics that is of interest to the alien Greys. They wish to become more human-like and want to be immortal like humans, reincarnating as themselves again and again. Emotions are quite a mystery to them as well because they are robotic beings and are not soul-based, so they lack many characteristics we would see as desirable and essential to a well‑rounded sentient being. These creations of artificial intelligence, the alien Greys, lack humanity altogether because it is lacking in their makers as well, who are atheists and functional sociopaths, being loveless and devoid of compassion or empathy in dealing with others regardless of their origins.
