Here again, there is a karmic penalty being incurred by supporters of wrongdoing when they are in a position to push back, to discourage such conduct, if not through attempting to identify the wrongdoers and make them atone for their actions, to be vocal and at least support those in a position to set up safeguards to prevent such things from happening and to create a kind of backlash that would constitute a teachable moment and perhaps discourage such conduct in the future if it is viewed by the majority as inappropriate conduct. To do nothing is siding with the perpetrator when one has a say in things. This is why there is a karmic thread between inappropriate and illegal wars conducted by governments and the citizens who vote for those officials even though they are far removed from the battlefield and may in fact be opposed to the war in question. Because it is happening on their watch, so to speak, they still have a karmic obligation to speak up, to give feedback, and to take some kind of action to attempt influencing the powers that be to change their strategies and stop the killing.
