This topic is reinforced across the board with every human being. So it is capitalizing on the karma that similarly was created, and built up, and ramped up with increasing intensity, generation after generation. There is a waxing and waning because of cultural circumstances but it is a concept that has never died out because it is always re‑encouraged and re-instilled as well, through additional programming for reinforcement.
So this is a continual thorn in the side of humans of minority races when they encounter people who are different and are looked down on. The victim with the experience has this become a karmic destiny again and again. And the same is true of the bigot who lives a life as a perpetrator, preying on vulnerable minority individuals to make them squirm and thereby feel some personal power. This causes wounds to all concerned, including the perpetrators themselves, and then becomes karmic business to rebalance or repay as restitution for the harm caused. So the perpetrator will receive their just due in the future in some way, getting a comeuppance that will be quite unpleasant, but in a sense deserved because it is in keeping with the demand for balance overseen by the Law of Karma. If they have harmed others grievously, this requires a stiff payment in return because all of the pain radiating outward from the initial victims, and then hurting others who care for them. All will be redirected back at the first cause—that perpetrator who got the ball rolling, and that individual may well suffer to a significantly greater degree than their victim.
