He was advised on not removing the demon in case it gets replaced with a worse one. So after this person left, and he did location clearing, a new spirit vortex would show up within a few hours later and infect the house again. What is happening and what can be done now to help?

This is not truly what it seems on the surface. It is not a new spirit vortex showing up. It is tuning into the memory, the energetic traces of what happened previously. This is simply a case where the situation calls for a repeat Protocol session to do further cleansing to remove all residues. Locations can be like people to some degree—when problems are deep and wide, one may get a partial resolution and a partial cleansing, but deeper problems remain. That can happen to some extent within locations also—when there are major perturbations, a single Protocol session may not completely restore things to a pristine state, and so a repeat session or even a series may be needed ultimately to complete a restoration if there is a serious discord created on the premises. This can be done by dark beings who wish to cause harm and wish to create vulnerability, and undermine things on multiple levels, and often such beings have many tricks they can play to lower the energies and cause adverse emotional reactions by people present. That is what is happening here. This is more the aftermath of a soiling, but not an active attack by beings that are actually present. There is a happy medium in sensing where the major threats always need to be dealt with, but once this is done, the attention to detail becomes more optional. When the gifts are present to see remaining negative energies, it is always beneficial to clear these as well, but need not be a source of great concern as their impact will usually be marginal. It is the actual spirits and their consciousness that do the greatest damage.
