We would not say it is the driver, but it is an important factor. The extraterrestrials use AI in almost everything they do, but not because they put AI in control of things, only to be a resource, much like a high-powered consultant whose counsel will be sought and the information and perspectives factored into discussion and planning decided by the extraterrestrials themselves. This is particularly the case in controlling the human civilization, for example. Their AI does not understand you any better than they do and, if anything, is more a complicating factor because they do tend to rely on their AI systems for many ongoing routine functions, and so have a very comfortable working relationship that is habitual and a well-established part of their routine.
