We do not anticipate starvation on a massive scale. There are always regional shortages in food supply with periods of famine. This has been true all through human history. But you are talking about something that is more of an "end of days" level worsening of things. The series of events we envision for there to be massive power outages causing a financial downturn with supply shortages, is designed to be painful but not lethal, by and large. There are always some who are on the edge to begin with and one last straw will break the camel's back, so to speak. But the intent is simply to cause intense fear as a setup so that when the Alien Disclosure is done within a fairly short interval thereafter, humanity will be primed to accept anyone as a savior coming forward with a solution that takes away their fear. So you are seeing the handiwork in action already. That fear has started. Humanity is being primed to expect terrible things and this has been going on for quite a while now. They will see to the worsening and this will squeeze people financially, and with respect to creature comforts from the inconvenience of goods and services being unavailable, because no electric power means there will be no commerce ongoing for the duration. But these intervals are not expected to last in a given area more than a week or so and almost all people can survive that length of time, even without any meals, as long as there is fresh water and people do not freeze to death or suffer heatstroke, not having appliances that operate during such outages. So a modest amount of preparation and provisions in hand, including foods that are stable without refrigeration, will get people through the outages. We cannot predict what areas might experience longer-term shortages due to disruption of supply chains, so that stores might have bare shelves for a longer period. That will likely not result in widescale lethality because humanitarian rescue can still be done, even for fairly widespread areas, to bring in provisions from areas still with power and fuel supply available.
