This is the result of a combination of such factors. The basic principles of the origins of life, and of humans in particular, the purpose for humanity, and the true nature of what was happening in the world were never clear to the average citizen of the Biblical Era. Just like today, people are still ignorant of these big issues. While there are clues, differing theories, different theological dogmas, there is no universal agreement, still, about the key governing forces involved with the Law of Karma and the reincarnation paradigm creating a series of life cycles for humans in the physical as well as the extraterrestrials. They do not believe in the divine or that they reincarnate, so it could not have come from them either.
The teaching of prophets pointing out these principles from time to time was not enough to gain universal traction and engender deep belief, just as today people go to their religious services but may never develop a high belief quotient because seeing is believing and it is too abstract for many to be fully embraced. There was also much corruption of early teachings and much editing of the Scriptures themselves along the way, not always because the extraterrestrials appreciated the power of divine involvement and the principles of its workings, but simply because too good a story attracts followers and their entire strategy is based on divide and conquer. So the entire way they have dealt with religions has been to find ways to corrupt each faith to both discourage growth in numbers as well as keep people somewhat at odds with one another or, at a minimum, at odds with those of differing religious faith. The divide-and-conquer strategy works quite nicely, and this is why many wars have happened in the name of God—it is an alien deception in play.
So it is not surprising that Eastern religions embrace reincarnation and Western religions do not. This is because of divide and conquer, to make their dogma different so they will repel one another and not join together. It is a strategy that has worked quite beautifully for them to maintain control of the world and its institutions, in a functional sense, which is all they care about. Being atheist, they do not fear religion, they exploit it, they encourage spiritual groups to attract followers because they see it as a make-work exercise that dissipates focused energy on useless ritual, and many, many times that is the case.
